When a workshop technician is created there are fields on the technician's details that show the available hours per day. This amount is added up for all active technicians on the system, giving the available hours per day. This is the Workshop Available Hours.

It is really important that if a technician is unavailable to work then this amount of time unavailable is accounted for, as this will then reflect on the Workshop Diary system showing the correct amount of labour hours available.
